4^th Pan-Beibu Gulf Economic Cooperation Forum was held successfully at which the new members for cooperation and the new sponsors of the Forum joined in to reach many new agreements with the old ones. Over the past 4 years after the Pan Beibu Gulf economic cooperation （the PBGEC） was proposed，the multi-sectoral cooperation within this sub-region has been gradually carried out with the joint efforts of all parties concerned. As a result，the economic development in this sub-region has been accelerated to become the focus of the entire world.

Ⅰ The PBGEC Developed against the Global Financial Crisis

ⅰThe 4^th Pan Beibu Gulf Economic Cooperation Forum was successfully held with new sponsors and members for cooperation

The 2009 Pan Beibu Gulf Economic Cooperation Forum （the PBG Forum） was held in Nanning，Guangxi，China during Aug. 6-7，2009 and co-sponsored by the National Development & Reform Commission of PRC，the Ministry of Commerce of PRC，the Ministry of Transport of PRC，the People’s Bank of China，the China Customs Administration，the National Tourism Administration，the Development Research Center of the State Council of China，People’s Daily，the China Development Bank，the Ministry of Commerce of Thailand，the People’s Government of Guangxi Zhuang Autonomous Region，of Guangdong Province and of Hainan Province. Over 400 participants attended this PBG Forum，including the state leaders of China，the leaders of the sponsors，the government officials from China，Brunei，Indonesia，Malaysia，the Philippines，Singapore，Thailand，Vietnam and Japan，the officials from Chinese missions in ASEAN countries，the officials from the offices and agencies of AESAN，EU and USA in China，the representatives of some international organizations and some famous Chinese and foreign enterprises，the experts and scholars and the journalists from home and abroad.

This PBG Forum has been held against the backdrop of the further spread of the global financial crisis，the acceleration of the process of the China-ASEAN Free Trade Area （CAFTA），the promotion of the PBGEC and the Chinese Government taking the new measures to further the China-ASEAN cooperation including the establishment and development of Guangxi Beibu Gulf Economic Zone for the rapid development of the Beibu Gulf rim. The Forum had the theme of “Co-build A New China-ASEAN Growth Pole—Expanding Cooperation and Turning Crisis into Opportunities” and the three topics of “the Global Financial Crisis and the PBGEC”，“the Construction and Cooperation of the Infrastructure Projects in the PBG Area”，and “the Cooperation and Development of the Beibu Gulf Area and the Sub-regions in ASEAN”，and 44 guests m
