Consumption safety is a burning issue the whole society cares.Co-sponsored by Women of China Magazine，Huakun Women Consumption Guidance Center and Huakun Women’s Life Survey Center，the first summit on Chinese women’s consumption is significant since it covers issues concerning safe consumption for women.It discusses how to guide consumers，protect consumers’ legal rights and interests，help enterprises produce fine-quality goods，and provide qualified services for consumers.

Ⅰ.Have a deep，comprehensive understanding of safe consumption issues

1.Consumption safety is a big issue concerning the building of a harmonious socialist society

According to Marxist economic theory，consumption is the starting as well as return point for social production and re-production.The coordinated development of consumption and production has an important role to play to make a fine cycle of national economy.It is also an important condition as well as content for a sustainable national economic and social development.Chinese women and children constitute a huge social group.It is no small matter whether their daily meals are safe，their clothes，houses and means of transportation are safe.From the Party and the government’s point of view，it is a matter of protecting people’s lives.The sole purpose of governing is to serve the people and be people-oriented.From the enterprises’ point of view，it is a matter of producing goods benefiting people.It is a matter of professional ethics and company credibility that will determine enterprises’ rise and fall.From the consumers’ point of view，it is a matter of first importance whether their consumption is safe or not.So consumption safety is related to every family，every company and should gain the attention of the whole society.A harmonious socialist society will not come into being without consumption safety.Therefore the Party，the State，enterprises，NGOs and consumers should work together，attack the problem head-on，and in real earnest ensure safe consumption for consumers including women and children.

2.Consumption safety is an inherent prerequisite for fulfilling social production purpose

The purpose for social production is to best meet the needs of people’s increasing material and cultural demands.If products and services provided by enterprises can best meet consumers’ needs，the purpose of social production and re-production is realized.At the same time，the aim of enterprises themselves is met.Enterprises’ interests should match the purpose of social production.Otherwise，their products and services cannot meet consumers’ needs.Instead they harm consumers and run counter to social production purpose.Companies may make profits for some time but eventually will have to pay for their misdeeds.They will be either discarded by the market and consumers，or punished by the law.So goods and services provided by enterprises determine not only the enterprises’ development，but also the realization of social production.We advocate green consumption and healthy consumption.But the most important is safe consumption.Without safe consumption，there is no green or healthy consumption to speak of.Therefore safe consumption is a very basic prerequisite for green and healthy consumption.

3.Consumption safety calls for a speedy building of a rule of the law

To ruled the country by the law is a basic policy.Bringing unsafe consumption under permanent control is an important part of the rule of the law and it will help ensure people to consume safely and healthily.To control illegal practices has to be based on a comprehensive set of rules and laws as well as a strong enforcement contingent.Why can a few law-breaking companies sell fake and poor products？Why can lawbreakers avoid being published？There may be many reasons.But I think there are two most important reasons.First，relevant rules and laws are not comprehensive enough，leaving loopholes for a few lawbreakers to exploit.Second，our law enforcement is not strong enough，letting these people escape unpunished.It is therefore of paramount importance to perfect rules and laws，strengthen the enforcement contingent，and enforce strictly rules and laws.

By doing so people’s consumption safety can be guaranteed，their rights and interests ensured and illegal practices brought under control.I believe，with the speedy building of our legal system，and as our people are more aware of the rule of the law，illegal practices and unsafe consumption problems will be brought under control.

Of course，it is also very important to improve consumers’ self-quality and help them nurture scientific consumption concept，civilized and healthy consumption practices，and raise consumption level and quality.
