This paper studies the relationship between human capital and enterprise development and analyzes the present situation,problems of human capital of NGEs in China as well as their causes from the aspects of policy environment,system and mechanism,entrepreneurial ideas and enterprise development models from domestic and international perspectives. This paper points out that it is essentially to give up the outdated ideas,set up special training fund,emphasize technological training for the rural labor force,deepen employment system reform and establish motivating mechanism associated with reward in order to change the situation in which enterprise human capital remains in low level and the human capital training gains little attention.
