This study is based on the survey conducted by Liaoning Communist Youth League in January 2010. It describes in detail the situation with the internet use by minors in Liaoning Province，as well we the attitudes of parents and teachers toward that internet use. In conclusion，the study offers some suggestions and advices in regard to minors’ use of the internet. Ranking in the first-tier，Liaoning Province has a higher ratio of internet usage than the national average.
