The article conducts a brief overview of the legislative and revising situation during the past year of Macau.The article finds that the laws issued by the General Assembly shows three major characteristics：more than half laws is the refreshment of laws existing before Macau return’s to China；some amount of laws are revised according to the situation；the laws making procedure shows the relation between SAR government and General Assembly has not yet regularized.Hence，the author offers a point of promoting Macau Legal System Modernization and analysis the nature of Macau Legal System Modernization and the leading role of SAR government.
