Disasters are being labeled as the reflection of “climate anomaly.” National environmental policies must take into account the relationship between human and nature，as well as the ecological carrying capacity. As for corporations，environmental responsibility is an integral part of their social responsibilities. However，Chinese corporations perform，at best，inadequately in this respect. As a check-and-balance mechanism to the possible failure of the market and the government，social reconstruction is critical to the transformation of China so as to formulate human-oriented policies and measures to cope with environment problems.
