2009 was the second year for the implementation of the Measures on Environmental Information Disclosure. With reference to the Pollution Information Transparency Index （PITI） of 2008，the IPE and the NRDC conducted a second assessment in 113 cities. The results show a certain degree of improvement in pollution information disclosure during the 2009-2010 period. However，daily monitoring information disclosure still lags behind and disclosure of corporate emission data is still insufficient. Moreover，the average score has only increased by 5 points to 36 points in the last one and half years.
