Advantages and problems co-exist in the development of chemical industry in Heilongjiang Province.To make the chemical industry stronger，Heilongjiang Province must grasp the trends and characteristics of the development of chemical industry both at home and aborad，attach more attention to the petrochemical industry，natural gas chemical industry and coal chemical industry，and be actively engaged in developing biological chemical industry（including grain chemical industry）and new chemical materials，and at the meantime build petrochemical industry base with Daqing in the leading position and Harbin，Daqing and Qiqihar as the main body and eastern coal chemical industry base with the four coal cities and Jiamusi，Mudanjiang as the main body.The main tasks of the development of chemical industry include：to guarantee production of important petrochemical products effectively；to construct major projects well；to support construction of the chemical industry parks and promote industrial clustering；to accelerate structural adjustment and promote industrial upgrading；to promote technological progress of enterprises and enhance the independent innovation capacity；to increase investment and build a platform for project financing；to conserve energy and reduce emission in order to form sustainable development pattern；to encourage mergers and acquisitions and relocate industries.Meanwhile，appropriate safeguards must be taken into effect.
