With the deepening of global economic and financial integration，foreign financial institutions speeded up the pace of expansion in the whole China，the western areas is probably next step.However，through a deep understanding of the financial crisis，an incident and the role and the internal mechanism，we find that，the main contradiction in western China economic and financial development are the economic development of backward and uneven and weak domestic increasing demand，domestic funded financial institutions homogenization of vicious competition.Based on this，the paper anglicized the related data since the entry of foreign banks in the western region of its own development and the contribution to economic development in the western region，and find out the necessary and sufficient conditions for those foreign banks to enter the western region are their endogenous needs of western regions and the improvement of their financial environment.
