According to the research，the reform capital，the supports of policies and the upgrading of talents are the focus in the Urban Village reconstruction of Cadre Members of Economic Cooperative Association in Liwan District.The principle difficulties and problems will be faced during the reconstruction of Liwan GuangZhou City’s VIC. The foundation of the municipal government is comparatively weak，the system reform is expected to be perfected and the industry development needs to be upgraded. In order to further the reconstruction，we have to pay close attention to the following four points. Firstly，we have to do well in transformation of industries to accelerate industry upgrading. Secondly，we need to complete the facilities of municipal government and strengthen environment reform. Thirdly，furthering the system reformation assures the implement of policy. Fourthly，we can build up our city image by redesign of city space.
