In 2009，Guangzhou took the flow of personnel and rental management of the comprehensive management of social security as an important foundation work，so as to strengthen comprehensive management of maintenance of stability as the source of the work and the first line of defense. By the hard work，measures to keep refinement，innovations emerging with remarkable results，the overall work went into a legal，standardized and scientific track. With the Guangzhou Economic and Social development in all fields，the number of movement personnel kept increasing. In 2010，Guangzhou floating population and Leasing Houses on the Current Situation went more complicity. A number of hidden problems，weak links appeared increasingly. The management work ask for new requirements，new challenges，which require careful analysis and studying，actively exploring effective countermeasures，and laying a foundation of floating population and rental management in long-term development in Guangzhou.
