The existing salvation policy of urban vagrants and beggars has brought about a lot of problems：the increasing number of vagrants and beggars，their unwillingness of accepting salvation，posing a threat to public security，all of which weaken the effectiveness of policy implementation. This paper firstly deals with the reasons which contribute to the failure of the existing policy：the poor operability of the policy，simpleness of salvation and management policy executing agency，severity of professional mendicancy of the target group，and immaturity of policy environment. Finally，the paper provides some prescriptions for the improvement of the policy of salvation. On the one hand，efforts should be made to perfect relevant systems and regulations and develop a more mature social security policy in rural areas. On the other hand，means and substance of the salvation policy should be enriched and social forces should be encouraged to help the vagrants and beggars.
