Since the open policy，China’s economic and social development has obtained big achievements during these 30 years.Meanwhile，with the acceleration of industrialization，marketization，and urbanization，more and more social problems have arisen.In the social sphere different kinds of public-welfare social organizations cultivate civic virtue and participation spirit of modern citizens by the items and activities.They advocate the social justice and help the government to explore the effective path and model of public service based on their activities and practices.Through the qualitative research，the article unfolded the situation，function and difficulties of the organizations in metropolises and economic developed areas.I will put forward the policy suggestions in the end.
