The construction of the infrastructure and management standards of social order have been improved in an all-round way，and valuable experiences have been accumulated with the success of hosting Olympics games and grand celebrations of the 60th anniversary of the founding of the peoples republic of China.The number of placing cases has decreases since 2008，and it lies in scientific judgment and administration on the situation of social order，and the construction of the infrastructure and management standards of emergencies.With lots of important achievements，some challenges are confronting with，such as the reform of Hukou system，improving the living conditions of floating population，expansion social welfare covering，and prolonged mechanism of social stability，etc.and great pains will be taken to solve these problems.
