The year 2009 is a crucial year in the realisation of the goal of constructing a socialist legal system with Chinese characteristics by 2010. Both the Standing Committee of the National People’s Congress and the State Council have speeded up legislative work and adopted a series of important laws and administrative regulations. This article reviews the main progresses made in 2009 and forecasts the trend of developments in 2010 in the field of legislation in China.
