In 2009，China has carried out judicial reform and made remarkable processes in optimizing the distribution of judicial power，implementing the policy of tempering justice with mercy，strengthening the ranks of judicial personnel，reforming the fund safeguarding system，and improving the working mechanism of administration of justice for the people，thereby contributing to the establishment of a fair，efficient and authoritative judicial system，and upholding social fairness and justice.
