A review of emergency measures for dealing with colony incidents taken by local governments in 2009 and in previous years shows that the lack of ability to handle complicated situations and serious bureaucracy on the part of local governments have led to escalation of conflicts，resulting in some vicious public security incidents or public crises.This article analyzes the main reasons for the failure of local governments to handle colony incidents and the possible solutions to this problem.
