2009 is not only a critical year for the full implementation of the Wuhan Urban Agglomeration “two-oriented” society experiment comprehensive reform，but also the key link year and convergence year for pilot area construction from start to focus on breakthroughs. The cities and the provincial departments of Wuhan Urban Agglomeration actively promote the comprehensive reform pilot works according to overall implementation of the program and the “56531” implementation of the framework in the unified arrangements of provincial committee and government. The report also rightly observed that the comprehensive reform of the current problems in tests，made strategic recommendations and opinions，but also propose a series of recommendations on the work of reform experiments in 2010.
