Wuhan Urban Agglomeration and the City Group of Changsha，Zhuzhou and Xiangtan，which with a very clear experimental demonstration of the orientation of ecological civilization were approved as the comprehensive reform experimental areas of the national society after the 17th CCP National Congress in October 2007. The People’s Government of Hubei Province issued the Strong Views on the Construction of Ecological Civilization in November 2009，giving the whole province’s power to create a new Hubei of ecological civilization. It requires the Wuhan Urban Agglomeration’s “two-oriented ”society construction to achieve a remarkable result. At last，it can go out of a road of civilized development which has a development of production，a rich life and a sound ecological environment.
