The “two-oriented testing area” is a new test of our national urbanization exploration，with intensive land utilization as the base. This article analyzes the transition among agricultural land，construction land and underutilized land in the Wuhan metropolitan area from 1996 to 2007，and the efficiency of Wuhan metropolitan land utilization in 2007. We think it an irrational choice to use the “taking and filling balance” land utilization mode which we used in Wuhan to all other cities in the metropolitan area. Each city in the Wuhan metropolitan area needs a relevant land utilization strategy to fulfill its different urbanization needs. The over-exploit area should mostly choose a land utilization strategy based on introducing new techniques，and the area with vast potential land should mostly choose a high level strategy based on environmental protection to introduce both new techniques and land.
