This article points out the environmental pressures faced by the Wuhan Urban Agglomeration by analyzing the ecological footprint of Wuhan deficits and decoupling development，comes to the conclusion that building the “two-oriented society” would play a stimulative role in promoting the carbon emissions reduction，and actively carries out preparations for transition to a low carbon economy in the institutional and technological innovation.
