The employment system reform of state-owned enterprises since the end of 1990s has caused mass layoff and unemployment. Under this circumstance, the Chinese government has taken active employment policies to promote urban employment. Since then, active employment policies have been kept until today. This paper analyzes changes of China's urban labor market through describing situations of urban unemployment rate, urban employment magnitude and urban employment structure. The paper also reviews China's active employment polices. Based on these analyses, the paper points out some problems on China's urban labor market and puts forward some policy suggestions on how to further promote urban employment.
