On the basis of a further understanding of soft power of culture，the article makes an analysis of the achievements，problems and challenges in the course of building up the soft cultural power of Guangzhou.With a reference to the practice and experience of other cities of both home and abroad and based on the general demand of becoming world-distinguished cultural city，the author suggests ideas of strategy，goal and ways as well as measures for increasing the soft cultural power of Guangzhou.
