Under the leadership of the CCP Municipal Party Committee and Municipal Government of Guangzhou City，good work has been accomplished in population and birth control of Guangzhou in 2009 by exploring Guangzhou characteristics solution of population problem，perfecting interest oriented system for population and birth control，continuously stabilizing a low fertility level，strengthening element task of basic organization，widening area cooperation in population and family planning for floating population，and pushing forward the overall strategic research in population development. Although the overall situation is good，the circumstance of focusing on administration and service for the domiciliary population has lagged behind the new structure of population development and change. Focusing on making the population and family planning of Guangzhou to reach the advanced level in China，the population and birth control of Guangzhou in 2010 will take a series of measures to push forward public service for birth control，administration and service for floating population，construction of interest oriented system，etc.
