The development of Guangzhou-Foshan integration will bring a series of new problems in security control and the joint force of police from two cities for action and defense are challenged. Currently the coordination mechanism using department administration agreement as the core has a lot of defects and cannot handle more potential security difficulties. Thus，considerations should be taken into building a multi-level joint conference system so as to improve the joint action and comprehensive defense and control ability in security area；to enhance the construction of independent management organizations so as to realize the legal system integration of the two cities step by step；to plan the link area of two cities scientifically and democratically；to prevent crime by reasonable time and space layout and strengthen security management.
