Beginning with the four phases of Guangzhou democratic legal system construction，this paper has briefly commented the every phase and summarized the development ways in governing the city in accordance with law，which are generally focusing on the democratic politics construction，administration system reform，enhancement in legislation and the stipulation of legislation rules，and then proposed five basic experiences in implementing the strategy of governing the city by law and analyzed the strategy development with prediction.
