Safety production is an important indicator in measuring civilization and progress of human society，which guarantees the national economy stable development. It is emergent to deal with the relation between safety production and economic development and realize the two keeping abreast progress. This paper begins from exploring the current safety production situation of Guangzhou’s SMEs，analyzes the causes of high incident in SMEs，and learns from the SMEs’ safety production regulation experience in developed nations，and proposes countermeasures and suggestions from the perspectives of strengthening functional department and staff construction，accelerating the legislation work in SMEs safety production and improving the construction of intermediary organization and service system with the aim of strengthening the safety production regulation for Guangzhou SMEs.
