Based on analyzing achievements and problems of the development of the key regions in Guangzhou during eleventh five-year plan period，this research comprehensively analyzes the domestic and foreign development environment，proposes the notion and target for the twelfth five-year plan in Guangzhou，clarifies ten key development regions，clearly focuses on the development of regional orientation，development mode and development strategy. Finally，from infrastructure，institutional innovations，capital，space，population and organizations etc. seven areas，the paper proposes policy recommendations.
