In implementing the Outline of the Reform and Development of Pearl River Delta Area concerning the requirements for “pushing forward the reforms regarding administrative and utilities charges，reducing the categories of fees，taking the lead in adopting the ‘zero-fee’ system when conducting the approval procedures in Pearl River Delta Area”.This article has done an in-depth research on the current charging system in Guangzhou，finds the existing problem，analyzs its causes and formulates the goals，principles，ideas as well as the measures of Guangzhou administrative and utilities charges reforms By charges reform，it yields for further promotion of the government administrative approval system’s reform，improves Guangzhou investment environment and enhances Guangzhou to be more comprehensive and competitive.
