With the rapid development of economy，Shanghai has，from a subsistence society，stepped into a developmental society，embracing self-enforcing social forces，heightened democratic consciousness and greater demand for a larger social security net. For all above it constructs the environment for a stable society to maintain in the near future. Traditional social policies thus require further innovation to meet the new challenges. The basic value of policy innovation shall be oriented to the ordinary citizens’ demand，to equality and justice，to the science，democracy and rule of law. For the near future，we shall reconstruct the crisis management system，perfect the network information safety policies，allow and cultivate the development of NGOs，and monitor the economy performance. Meanwhile，we shall work further on the decision-making and assessment procedure in the social stability-maintenance policies.
