To cultivate and empower the social organizations is a key element to a well-balanced economic and social development，to better social governance，to the provision of public goods，as well as to testify whether the Synthetic Reform has succeeded in Shanghai. Pudong New Area，as the initial Experimental Zone in this Reform，has achieved better results in promoting the growth of social organizations. The author，after profound analysis to the Pudong case，has proposed the following development path：1）to re-construct state-societal relationship；2）to create institutional environment and social space for a bigger society；3）to deepen the reform of social institution and improve the relationship between local government and community governance；4）to actively build a civil society with Chinese characteristics.
