Since the economic reform and Opening-up，youth volunteers have been the main force in initiating and promoting the development of voluntary work in China. It has featured original ideas and active action，which stimulates new social trend and embraced a wide participation from different social groups. Right after this “5·12” Wenchuan earthquake in 2008，youth organizations in Shanghai has timely and tremendously contributed to the after-shock rescue and treatment，jointly with other societal forces.

The leadership from Youth League Committee in Shanghai is reflected in a newly-established platform “Shanghai Service Center of Youth Civic Organizations”. Based on this platform，the Youth League reaches，serves and supervises different youth civic organizations to promote a legal，regulated and orderly development. Furthermore，this platform strengthens the connection between the Youth League and prospective leaders in the civic organization to implement the “Young Civic Leader Development Plan”. This mechanism has witnessed an ever-stronger organization，attracted more participants and casted larger social influence.
