To make a comprehensive view of educational reform and development between 2007 and 2008，we see a steady growth in balance-oriented educational investment，empowered social participation in education provision，a profound reform in school establishment and operation，a substantial step towards education reform and modernization，a spill-over effect of regional educational resources，and a growing importance of higher education innovation capacity. Urban development in Shanghai now requires substantial changes in schools’ function：changing values in the mass education and quality improvement have recently been the new bottleneck，requiring reform in curriculum development and teachers’ in-career training. Therefore，we shall promote balanced and equal development across regions by reducing the bottom-line differences，shall break resources segregation to promote overall quality assurance，shall encourage social participation in education provision and stimulate innovation，shall adjust assessment criteria to reach public consensus and governance，and shall decentralize enrollment，apply stricter student assessment and work for world-level universities.
