In 2005 the State Council officially authorized the pilot project of comprehensive coordinated reforms in Pudong New Area. This Project strategically makes clear that Pudong should try to put the transformation of the government functions at first place，which implies an higher demand for deepening the social system reform，building up a service-oriented government，raising up the capacity of the social governance，and improving Pudong’s cultural and soft power as a whole. In this respect，as we believe，how to rationally plan and design the religious worshipping places and thus meet the increasing needs among the believers is something important for us.

During the first 6 months in 2008，the author has surveyed in District Pudong in Shanghai for reasonable location of religious venues，to analyze the situation and solve some of the prerequisite problems based on the local authorities’ practicality. This paper has proposed some policy suggestions and a change in local government’s mentality and functioning mechanism.
