In 2000，Shanghai has initially promulgated Cheap Rental Housing（CRH）. In the past 8 years，CRH has improved the housing condition among the poorest population，not only upgrading the state image among the people，but also effectively ameliorate potential social conflict embedded in poor housing condition. CRH has played an important role in maintaining social stability and economic development. Currently，the main problems in furthering housing security system include a gradually marginalized location of cheap rental apartment，a relatively small group of beneficiaries due to financial constraints，and not-yet-clear policies concerning CRH. Thus，to establish a comprehensive CRH legal system，we shall first make it clear what the government is accountable for，to make sure there is adequate funding for education；meanwhile，we shall adhere to scientific decision-making，focus on the location of CRH and allow the transfer of right to employ the housing property.
