To gradually integrate the migrant workers into the urban housing insurance system to enable their settlement in the city facilitates their identity transition from rural peasants to the urban residents. It also pushes the urbanization process steadily forward. The migrant workers’ residential status is fairly complicated, some in frequent moving, some with a relatively stable urban residence, others living as “migratory birds” who migrate during busy-farming season. The social insurance patters shall be designed according to different groups’ residential status in order to better utilize the limited resources. One point noted,it is very difficult to integrate those frequently-moving migrant workers into not-yet-established urban housing insurance system. If the insurance scheme over-cover and over-pay the population,it shall create too much burden on the local government. Much worse is that,it shall stimulate the over-migration of rural residents, which brings about “metropolitan disease” and “rural emptiness”. Those are the results the policies shall by all means avoid.
