General Social Security Scheme for Migrant Workers in Shanghai,since promulgated in Sep.2002,has covered an increasing number of beneficiaries,along with a higher participation rate and a lower rate of disputes between the employer and employees. This picture reflects a harmonious labor relationship. Current concerns include:lack of unemployment and fertility insurance in this Scheme;low payment to the older group and lack of interest added,which is insufficient to act as pension;lack of connection between this Scheme and other social security schemes,which harms the interest of migrant workers;a huge gap in participation rate among different ownership enterprises,particularly low rate in private and individual enterprise entities. Therefore,before substantial reform takes place,we shall work for a better system to subsidize the older beneficiaries,ensuring their payment gets added value. We shall step-by-step adjust the content and forms in the General Scheme according to the changing trend and features of migrant workers flowing into Shanghai. To those migrant workers which meet up with certain criteria,we shall facilitate the bridge and include them into the Urban Social Security Scheme.
