Opinion leaders on network are rising in the new media environment. Opinion leaders can carry information, analyze and interpret events, demonstrate and guide people, mobilize on the internet. Opinion leaders on network play different roles in different stages of public opinion. They activate public opinion in the initial stage, amplify the opinion in the diffusion stage and intensify it in the climax stage. Foreign countries play special attentions to the opinion leaders in political campaign, public policy formulation and implementation and government administration. So it can be clearly seen that the opinion leaders play a significant role in influencing the internet public opinions. In order to resolve the crisis, we should identify the opinion leaders, establish a good communication platform with them and let them exert positive effects in the current public management system.
