It is obvious that employment plan has been overfullfiled in last successive years. Policies and measures of employment have been well implemented in 2007，although the situation was still dissatisfactory，employment and career training was in a stable development. Owing to the difficult employment groups，such as new graduates，zero employment families，peasant-labors and disabled people，it is difficult to have fundamental change of oversupply of labors in 2008. To fulfill the “125142” employment plan，we should follow the Scientific Concept of Development to guide employment，promote labor relationship，solve difficult problems and create more employment chances. We should also establish gradually an effective and long-term plan to settle the employment difficulties for peasant-labors.
