This articles explores the background of and innovative practice in managing community civil society organizations launched by Changshou Street office，Putuo District，Shanghai，analyses the results of the innovative practice，reveals the problems faced by the practice and looks into the future for the development of the reform，finally，based on the “Changshou Model”，examines the problem of partnership building between government and civil society.
