Beijing Olympic Games provide an important opportunity for large-scale and normalized voluntary service. With the advent of the Post-Olympic period，that how the achievement of the Olympic voluntary service will be transformed and inherited has been put on the agenda. The development of China’s voluntary service should shift it’s festivalized and activitied way to institutionalized and routinized one，and community acts as the basic vehicle of institutionalized and routinized voluntary service. The authors discuss how the voluntary service functions in the construction of community，and explore ways of how to enhance an in-depth development of the community voluntary service，that is，a three-pronged way respectively from the conception of community voluntary services，the construction of community volunteers，and the support system and operational mechanism of the community voluntary organizations.
