In 2009，income of Chinese urban and rural residents continues rising. The income growth rate of urban residents has increased while that of rural residents has slightly decreased. At the same time，living standards get further improvement，consumption structure upgraded and quality of life keeps improving. The progress of constructing Well-Off society marches forward. Meanwhile，some problems have emerged as well，such as the decline of household consumption rate （the proportion of household consumption to GDP） and average propensity to consume （the percentage of income spent），the widening gap between consumption among residents，and the imbalance between consumption and savings/investment. Policy recommendations are made in this paper in order to resolve these problems.
