On April 6，2009，the central government made public the official proposal for a new round of health reforms. One of the highlights in the proposal is moving towards universal coverage of a basic healthcare security system. A number of concrete measures，e.g.，expanding the coverage of enrolment，raising-up of financing level，improving benefit structure，reforming payment modes，and promoting governance reforms of public insurance agents，have been formulated. The central government urges their local counterparts to carry out plural experiments，and will formulate a roadmap of reforming public hospitals three years later.
