In 2009，driven by the economic structural adjustment and changes in development strategy，environment governance and ecological construction which focus on energy saving and emission reduction attract more and more attention. Energy consumption per GDP，and the total amount of two main pollutant discharge，sulfur dioxide and chemical oxygen demand，kept dropping. However，due to the lagging of transformation of pattern of economic development，and the inadequacy of public knowledge to legal sense of the environment，China still faces the pressure of environment protection. While transforming pattern of economic development is becoming the theme of the “post-crisis times”，environmental protection will take effect on driving the transforming.
