Economic construction requires a large contingent of talents on economic work，which has been proved by China’s reform and opening up practice. Similarly，social construction requires a large contingent of talents on social work. The Sixth Plenum of the 16th CPC Central Committee decided to build a large contingent of talents on social work. After three years of fruitful work，the building up of such talents has entered into a rapid developing stage. However，many challenges remain since this task is still in its beginning stage.
