2010年7月,全国教育工作会议在北京举行,《国家中长期教育改革和发展规划纲要(2010~2020年)》(以下简称《教育规划纲要》)正式颁布。《教育规划纲要》的制定历时将近两年,采取了公开决策等创新方法,教改各利益主体在一些关键问题上也展开利益博弈。本文梳理了《教育规划纲要》的形成过程,解读了公共决策制定过程中的利益博弈,并对制定过程中决策的科学性、合理性进行评价。
<<The National Conference on Education took place in July 2010,and the National Guidelines for Educational Reform and Development Program(2010-2020)was formally promulgated. The formulation of the document lasted nearly two years,and in the course of drafting,several innovations were made,such as keeping the process of decision-making open to the public,and various stakeholders involved in educational reform could strive to safeguard their interests like players in a game. This article tries to clarify the process of its formulation and interpret the expression of interests of various stakeholders in the process of decision-making related to important public policies,and tries to assess the rationality of the entire process of decision-making and to what degree it could be regarded as scientifically sound.
