《国家中长期教育改革和发展规划纲要(2010~2020年)》(以下简称《教育规划纲要》)颁布之后,新教改进入到“组织落实”的新阶段。为此,国家将教育改革的庞大任务予以分解、分工,并推动跨部门之间的合作。教育部还令地方申报国家教育体制改革试点,以此调动地方改革的积极性。各地因地制宜,从本地的实际需要出发,陆续制定“地方版”的《中长期教育改革和发展规划纲要》。
<<With the formal promulgation of the National Guidelines for Medium-and Long-term Educational Reform and Development Program(2010-2020),novel educational reforms have entered a new stage characterized by “organized implementation”. For this purpose the state authority has tried to divide this gigantic task of educational reform into various components and devise proper division of labor in its implementation;and steps have been taken to promote cooperation between different governmental departments. Besides,the Ministry of Education ordered local authorities to submit their proposals on pilot projects related to the reform of the national education structure,so as to fully mobilize their initiatives in pushing forward educational reform in places under their jurisdiction. Accordingly,each provincial-level government has produced its own “local version” of “Guidelines for Medium-and Long-term Educational Reform and Development Program” one after another in light of local realities and actual needs.
