In 2010，people still kept complaining：“How difficult it is to procure a place in a kindergarten for a child，and how expensive it is！”，and early childhood education had become a hot issue with widespread concern shown by the entire society. However，the promulgation of the National Guidelines for Medium-and Long-term Educational Reform and Development Program and the new policies concerning preschool education recently released have brought early childhood education in China into a new stage of development. Nevertheless，it is imperative to engage in theoretical innovations and define a number of important relevant concepts as a prerequisite for ensuring that all young children of the relevant age group enjoy the right to receive public early childhood education and ensuring that the state’s policy on preschool education is not distorted in the course of implementation，and pave the way for making explorations for good practice.
