At the beginning，the policy of adding scores to the examination records of selected groups of applicants was initiated with good intentions. However，its implementation has become rather arbitrary and the favor is often given to those with power and money，giving rise to chaos. The author of the article considers that the institution itself should be kept and not discarded，but it is imperative to make improvement. It is suggested that relevant norms and standards should be clarified concerning items qualified to have favorable consideration with publicly recognized strict criteria for adding scores. In the course of implementation，great efforts should be made to make any arbitrary decisions and make such decisions completely open to the public for scrutiny，so as to ensure equity and objectivity.
