The policy of granting free teacher education to new college entrants in selected teacher training institutions has won the concern of society at large. This study is based on questionnaire surveys made in three normal universities under the direct jurisdiction of the MOE，covering students varying from the first to the fourth year. Our findings indicate that they vary in their motivations. Over 60% of them have a positive attitude in seeking entry and have made good progress in their study，and are comparatively satisfactory to the education received. Over 80% of them intend to fulfill their promise to engage in school teaching upon graduation. However，this policy institution needs to be adjusted and improved in light of acquired experience.
